I don't know your friend or her partner, so bear that in mind.  However, from reading your post my gut reaction is that your friend is in a very unhealthy relationship.  Getting in engaged after just a month seems very rushed to me.  It also seems as if he is very controlling (phone calls etc wanting to know where she is all the time).  This doesn't sound like a relationship built on trust, but one where there is an unequal balance of power which can lead to bigger problems in the future.

I think the PDA issue is possibly a symptom of a bigger problem, but that's just my take on it.

When someone is "in love" or thinks they are in love, their judgement is often clouded and they only see what they want to see.  It might be hard for your friend to see things how they really are.  Since you are on the outside, it's easier for you to see things for how they really are.  Unfortunetely you can't make someone see things the way you see them and sometimes you just have to wait it out, but continue to be there for her. 

I don't know if that helps or not, it's just my thoughts/reactions/feellings.
